PARALYZED CONGRESSMAN TO SHOWCASE GUN VICTIMS TONIGHT. Rep. Jim Langevin, D-R.I., the first quadriplegic to serve in the House of Representatives, has led an effort to persuade lawmakers to give their guest pass to a victim of gun violence, notes ABC's John Parkinson. Since the president is expected to address gun violence during his speech, Langevin told ABC's Jonathan Karl that he wanted to be sure there was a "heavy presence" of people who have been directly affected by gun violence in order "to really put a human face on the tragedy of gun violence." "I was so affected by the tragic shootings that took place in Newtown, Connecticut, as we all were," Langevin, D-R.I., said as he explained the impetus behind his idea. "My concern was that the news cycle moves on after a period of time and we're on to other things and I don't want us to lose focus on the tragedy of Newtown, the tragedy of these mass shootings that have taken place over the last several years." More than two dozen lawmakers have taken Langevin up on his appeal. Attending the president's address will be victims or family members of victims from some of the nation's deadliest shootings, including Virginia Tech, Aurora, Tucson and Newtown.

BACKSTORY: As a 16-year-old, Congressman Langevin was critically injured while working with the Warwick Police Department in the Boy Scout Explorer program. A veteran officer handling a .45-caliber semiautomatic pistol, not realizing a round rested in the chamber, pulled the trigger, bouncing a bullet off a metal locker and striking the teenager in the neck, severing his spinal cord.

OBAMA CONDEMNS NORTH KOREA NUKE TEST. President Obama called North Korea's latest nuclear test "a highly provocative act" that undermines regional stability and threatens international peace, reports ABC's Gloria Riviera. North Korea announced earlier today that it successfully tested a miniaturized nuclear device underground, according to state media. Official state media said the test was conducted in a safe manner and is aimed at coping with "outrageous" U.S. hostility that "violently" undermines the North's peaceful, sovereign rights to launch satellites. Unlike previous tests, North Korea used a powerful explosive nuclear bomb that is smaller and lighter, state media reported. Still, Obama said in a statement this morning, "The danger posed by North Korea's threatening activities warrants further swift and credible action by the international community. The United States will also continue to take steps necessary to defend ourselves and our allies." http://abcn.ws/Y9i0oE

THE ROUNDTABLE

ABC's RICK KLEIN: The State of the Union is ? all over the map. It's not just the political divisions that linger from an election year. It's the angst over an economy that may be improving, unless it's backsliding; an immigration bill that's either a perfect recipe for the future unless it's amnesty without border security; of gun-control measures that are either vital for our children's safety, or unconstitutional intrusions on our liberty. President Obama is well beyond being able to heal such divisions. His charge is now to rally his side for action, in a nation weary of inaction. Against this backdrop, building bridges is less important than fortifying your own castle.

ABC's CHRIS GOOD: President Obama is expected to speak up for clean energy and climate legislation tonight. He's mentioned it in all of his State of the Union speeches so far, and if history is any indication, his forward-looking energy idealism will sound implausible. Carbon-emissions legislation failed in his first term, and Republicans now control the House: It's not as if cap-and-trade will pass anytime soon. Obama took office with energy as one of three main priorities, along with education and health care, but it's gone nowhere. And yet, what's the president supposed to do? If he doesn't talk about energy at all, it'll look like he's given up. Before a significant climate bill can pass, environmentalists will have to wait until Democrats can win the House and enough Senate seats to overcome GOP resistance; thanks to House gerrymandering and a Senate map that could favor Republicans in 2014, that will likely take more than two years. After coming very close in 2010, energy reform once again will require a long, slow push.

ABC's SHUSHANNAH WALSHE: Democrats may not have seen the president's speech ahead of his State of the Union address tonight, but on a DNC conference call yesterday they still previewed the tone and themes they thought the president would lay out tonight. When asked by a reporter what the tone may be like, Rep. Chris Van Hollen (D-Md.) answered it would be "positive." "I think the president will focus on what we need to do to expand the economic recovery and support Americans, and he will talk about the important investments in order to strengthen jobs and have greater shared prosperity," Van Hollen said. DNC Chair Debbie Wasserman Schultz (D-Fla.) previewed the speech as well, saying she thinks the president will include the need to address climate change and the sequester, as well as the continuing resolution to fund the federal government and the potential government shutdown. She also thinks the president will tell Republicans that their "my way or the highway politics" is "really harmful to our short-term and long-term future and global economy."

ABC's DEVIN DWYER: After delivering his State of the Union tonight, President Obama will pivot immediately to a campaign to help get his top agenda priorities done. Obama's remarks are scheduled to begin at 9 p.m. ET in the House chamber. By 10 p.m., he is expected to be on the phone - holding his first live conference call with supporters of his new outside advocacy group, Organizing for Action. The newly re-tooled campaign organization, with an impressive 12 million email subscribers, is already beginning to mobilize around Obama's gun control plan and package of immigration reforms. The president will also take his message on the road, visiting Asheville, N.C., on Wednesday; Decatur, Ga., on Thursday; and Chicago, Ill., on Friday.

ABC's COKIE ROBERTS: Pope Benedict XVI might be popular - 74 percent of American Catholics said they were satisfied with his leadership in a Pew Research survey last year - but he's not heeded. In that same survey 83 percent said they were satisfied with the leadership of Catholic nuns, the group the pope landed on last year, giving further evidence that his views are irrelevant to many. So, though all of the heated speculation about Benedict's successor will be interesting, the choice of the next pope will probably mean little if anything to the daily lives of lay Catholics, who will go on believing what they want to believe, further eroding the moral authority of the pope. Unless of course the Holy Spirit surprises us and guides the cardinals to choose someone who is once again ready to open the windows of the church to let in the fresh air, as John XXIII did when he called the Second Vatican Council. "The State of the Union is coming. It's Tuesday night and I think the stakes are high for both sides," Wallace, a GOP strategist, said. DEMOCRATS OFFER PRE-BUTTAL TO RUBIO. Florida Sen. Marco Rubio was labeled his party's "savior" by Time magazine last week, and Tuesday he will be giving the Republican Party's official response to the president's State of the Union address, but Democrats are denying they see him as the new face of the GOP and therefore their political opposition. "No, not necessarily," Democratic National Committee chair Rep. Debbie Wasserman Schultz (D-Fla.) said on a conference call to "prebut" Rubio's Tuesday night response, when asked if they now see Rubio as the person who personifies their political opposition, reports ABC's Shushannah Walshe. Wasserman Schultz said the response to her fellow Floridian was merely because he's the person tasked with the response and they regularly scheduled advance rebuttals of Mitt Romney speeches during the campaign. The focus of the call was to hit Rubio in advance of his high-profile appearance, but they also eagerly labeled the Republican star as a member of the GOP leadership. "What is particularly unfortunate is that Sen. Rubio, really along with the leadership of the entire Republican Party, has clearly not gotten the message from the voters following the election," Wasserman Schultz said. http://abcn.ws/VbRT1K

MR. NUGENT GOES TO WASHINGTON. In an effort to attach faces to their push for stricter gun control laws, President Obama and congressional Democrats have invited victims of gun violence to his State of the Union address tonight in Washington. ABC's Gregory Krieg reports Texas Rep. Steve Stockman, a Republican, is bringing a guest, too: Seventies rock star turned National Rifle Association darling Ted Nugent. "I am excited to have a patriot like Ted Nugent joining me in the House Chamber to hear from President Obama," Stockman said in a statement released Monday morning. ANTI-'AMNESTY' ADVOCATES PREPARE FOR A FIGHT. The forces that helped to bring down a proposed sweeping overhaul of the U.S. immigration system in 2007 are quietly mobilizing to do the same again, reports ABC's Devin Dwyer. As President Obama prepares to use his State of the Union address tonight to appeal for expanded legal U.S. immigration and a path to citizenship for millions of undocumented immigrants already here, activists are lining up their legions of supporters to fight it. "In 2007, when callers shut down the Senate phone lines and stopped the amnesty bill in its tracks, we had 350,000 members. We've now got 1.4 million," said Rosemary Jenks, chief lobbyist for NumbersUSA, which led the shut-down effort five years ago. "Our goal is to make sure that every one of those 1.4 million people, plus anyone else we can find, will be faxing their members of Congress, calling their members of Congress, emailing their members of Congress, and making it absolutely clear that the American people are not onboard with this," she said. Jenks and other advocates for a more restrained U.S. immigration policy say they're unconvinced that a changed American political landscape following the 2012 election, or a reinvigorated bipartisan coalition on immigration reform, means passage of a landmark immigration bill this year is inevitable. http://abcn.ws/XFKYg9

BIDEN NOT RUNNING (FOR POPE). Well, we know one position Vice President Joe Biden isn't running for - Pope. ABC's Arlette Saenz notes that at the end of remarks following a roundtable on gun safety in Philadelphia, Biden, the first Catholic to become vice president, was asked about Pope Benedict XVI's decision to step down from his post. "I'm not running," Biden joked, according to CNN and Politico. Biden said the Pope's decision to step down showed he had "great integrity" and noted that the Pope sets "an incredibly high standard." "The decision reinforces for me as a practicing Catholic that this is a man of great integrity and looking out for what he believes is in the best interest of our church," Biden said. NEW YORK?Hundreds of dogs competed, but just four made the cut on day one of the prestigious Westminster Kennel Club Dog Show on Monday.

An American foxhound, an affenpinscher, a bichon frise and an old English sheepdog all won their respective dog groups on day one at Westminster, a show that is considered the Super Bowl of the dog world. The four will face the winners of the sporting, working and terrier groups in Tuesday?s best-in-show finals.

Jewel, a stoic American foxhound from Baltimore, won the hound group just a year after she made her Westminster debut. While Jewel won her breed at 2012?s show, her owner, Lisa Miller, said she wasn't ready when she competed last year.

?She had a year to learn how to be a really good show dog,? Miller said, as Jewel sniffed at a mob of reporters surrounding the championship podium. ?She had confidence last year, but she was a little more confident this year and had more style? She strutted in here, like, ?Look at me!??

Banana Joe, an affenpinscher that looked like a tiny black storm cloud with lips, bested crowd favorites like the Pekingese to win Westminster?s toy group. As he stutted up to the podium to pose for photos, he was surrounded by his owners and a large entourage, including a groomer who cried as he combed out the tiny dog?s fluff of fur for his championship photo.

Ernesto Lara, his handler, explained Westminster would be Banana Joe?s last show. After Tuesday night?s show, he will retire. ?This is his swan song,? Lara said, his voice thick with emotion. He clutched the tiny dog in a tight embrace.

?He is surrounded by love,? Lara added. ?He has just wonderful charisma. I?ve been lucky to have him in my life.?

A fluffy bichon frise named Honor captured the non-sporting dog category. He was accompanied to the podium by his handler, Lisa Bettis, who laughed when she was asked to talk about the dog, who looked like a cotton ball with eyes.

?He likes to steal my strawberry milk,? said Bettis, who wore a tiny gold necklace featuring tiny Bichons Frises. ?He just dunks his whole face in the glass.?

Swagger, a shaggy old English sheepdog, won Westminster?s herding dog category?a surprise win that stunned many of the dog fanciers in the crowd. While virtually every other dog in the category entered the race as a certified champion in their breed, Swagger was competing in just his fourth show and had no previous titles.

Perched on the podium, dozens of photographers chirped and barked and kissed trying to get Swagger?s attention toward their cameras. His handler, Colton Johnson, pointed out that the dog?s official show name is actually ?Picture Perfect.?

?He is just the best,? Johnson said, beaming.

Competition resumes Tuesday morning with judging in breeds including Irish terriers, Saint Bernards and Doberman Pinschers. On Tuesday night, the dogs will return to Madison Square Garden for the finals and best-in-show.

Changing Healthcare one SMS at a Time | Hale Advisors, Inc.

When it comes to mHealth, in many ways developing countries are ahead of the U.S., as innovative text-messaging programs bring life-saving information and supplies to remote areas and achieve remarkable results.

Take, for example, the ways SMS programs in Malawi, Zambia, and other parts of Africa are being used today:

• improving health care services at the community level e.g. ChildCount?or?Project Mwana based on RapidSMS;
• reducing the incidence of malaria throughout Africa through SMS for Life;
• real-time public health promotion e.g. ?Project Masiluleke, HIV/AIDS prevention via SMS in South Africa;
• clinical decision support and patient management e.g. via CommCare;
• real-time data collection in the field by HCPs via cloud-based services e.g. EpiSurveyor.

Through open-source software and donated mobile phones, which are recycled and sold to purchase standardized models at a discount, Medic Mobile has made a huge impact in more than 15 countries in getting people into care, monitoring their conditions and alerting clinicians of danger signs; providing feedback and assistance; increasing the immunization rates by alerting mothers when it?s time to take their children for vaccinations; and managing stock levels of essential supplies in remote outposts.

Likewise, in Kerala, India, Dr. SMS is a free SMS-based information access service that provides local addresses and phone numbers of health facilities when the user texts the word ?health,? their pin number and health concern to the service. It?s been successful due to the relatively literate population and comparatively sound healthcare infrastructure.

What can U.S. healthcare learn from such successes? Incentive or need, demographics and cultural preferences need to be understood and privacy concerns addressed.

Without symptomatic incentive, adoption of SMS systems by the public is poor, says Richard Fury, MD, of Kaiser Permanente. A key is to address a need of a specific population, such as pregnant women and new mothers, as in the case of Text4Baby, a Johnson & Johnson and U.S. Department of Health supported program that sends health information and links to resources for mothers during their pregnancies and the first year of their child?s life.

SMS could be used for reminders for immunizations that are required every few years, as in: ?It has been 5 years since your last tetanus shot, please schedule an appointment?in the meantime steer clear of sharp, rusty objects.?

SMS can facilitate better communication within the healthcare industry, as in texting with one?s physician. Many doctors are using text messages to answer patient questions, give information on how to manage a specific condition and remind patients of appointments or when to take medication. This works as long as physicians safeguard any private information sent via text just as they would in a phone call, to avoid facing lawsuits. Programs such as TigerTextPro, which claim to be HIPAA-compliant, encrypt data so that it stays confidential.

SMS can be used to find the nearby emergency rooms and their waiting times, by sending a special code via SMS, thanks to such services as ER Texting.

Successful programs address a need and deliver it personally. As participants on the Internet, SMS, and Participatory Health panel at the Global Voices Citizen Media Summit in Nairobi pointed out, the most effective programs do not use ?blast messaging? model which is as distasteful as spam email, but remain personal and enable users to ask questions directly.

?Text in the City,? an SMS health service developed by Mount Sinai Adolescent Health Center in New York, provides customized birth control reminders, health education messages, and a chat function to 18- to 24-year-olds. A study of the program found that the ability for patients to text questions confidentially and anonymously was popular with many questions requesting information about proper use of birth control. Text messaging may be a valuable and feasible tool to augment health education efforts for adolescents attending a primary care setting, according to researchers, who are conducting further studies to determine the effectiveness of text messaging in improving outcomes of patient adherence to and correct use of birth control methods.

As for demographics, programs would be most popular among 18 to 50 year olds as they use cell phones the most, research shows. But one research report found that teens are picky about texting.

A University of Arizona study of a texting service designed to help teens adopt healthy lifestyles found that teens prefer an active voice that references them and recommends specific, achievable behaviors.? They preferred 1 to 2 messages per day (any more seems too much like spam) and the tone of the message (upbeat, not preachy) was found to be very important for success.

Future research should address scalability of texting interventions, and explore dose associated with changes in knowledge, attitudes, and behaviors, as well as and offer customized message subscription options.

SMS is an excellent platform for healthcare, thanks to its ubiquity: 85 percent of American adults own mobile phones and 80 percent of them use them for texting; it doesn?t have the learning curve that most apps do; and smartphones, while growing in popularity, still only account for 45 percent of the mobile market, according to Pew Research. Innovators are designing systems that deliver essential information and services in a personalized way to select users.

Turkey police: NYC woman killed by blow to head

ANKARA, Turkey (AP) ? Turkish police say a New York City woman who went missing and was later found dead in Istanbul had suffered a fatal blow to the head.

Istanbul police chief Huseyin Capkin said Sunday that forensic experts had not concluded their autopsy report on the victim, Sarai Sierra, but that it was "clear" the head injury caused her death.

NTV, a Turkish broadcaster, says 15 people have been detained for questioning in the case.

Sierra, a 33-year-old mother of two, was last heard from on Jan. 21, the day she was to fly home from a vacation. Her body was discovered Saturday evening near the remnants of ancient city walls.

Video: Cyber watchdogs worry about worker shortage

>>> the social media giant twitter says it has become the latest victim in a string of sophisticated hacking attacks aimed at exposing users' private information. experts believe the attack, which follows others launched against three of this country's largest newspapers, is the latest illustration of a dire need for more experts with the training to prevent them. nbc's justice correspondent pete williams has more tonight.

>> reporter: at the offices of cyber watch dog mandiant security computer consultant for "the washington post " and "new york times" a constant vigil keeps watch for signs of attack on them and other clients. the company also devises ways to stay a step ahead to block attempted intrusions from succeeding.

>> there is always going to be some kind of gap attackers can exploit and very often we see companies haven't invested in responding to the fact that they will sustain a breach and many times they're caught flat footed when it occurs.

>> reporter: with cyber attacks on the rise against banks, news organizations, social media , and the systems that keep the country going, there's a growing worry that the u.s. faces a serious shortage of people who know how to respond.

>> it takes a thousand hours of hands on work just like a pilot. you can't be a good pilot unless you've actually flown an airplane under pressure. you can't be a good cyber person unless you've actually fought in cyber space either in a simulator or in the real world .

>> reporter: the need is exploding. the pentagon's u.s. cyber command is drawing up plans to bring 4,000 new computer security experts onboard. homeland security secretary janet napolitano warns that the lack of experts nationwide is critical.

>> it should be encrypted here and is not.

>> reporter: the university of southern california is among a handful of the nation's colleges answering the call, preparing to offer a degree in cyber security .

>> for whatever type of system that i'm going to develop for somebody i want to make sure that it's secure.

>> in the past if your computer got attacked maybe you were worried about slow start up speeds. now they can actually affect your livelihood.

>> reporter: educators say it's essential to start building the cyber work force earlier in schools and colleges , preparing for one part of the economy everyone agrees is expanding as the cyber threat spreads. pete williams , nbc news, washington.
