World's postal services struggle with lower demand

OTAKI, New Zealand (AP) ? Sandra Vidulich is so excited about the leather boots she ordered through Amazon that she rips open the box in front of the postman and tries them on.

"I looove them," she declares, as the driveway at her tree-lined home in rural New Zealand briefly becomes a catwalk. "They're cool."

For now, a boom in Internet shopping is helping keep alive moribund postal services across the developed world. But the core of their business ? letters ? is declining precipitously, and data from many countries indicate that parcels alone won't be enough to save them. The once-proud postal services that helped build modern society are scaling back operations, risking further declines.

The United Kingdom is preparing to wash its hands of mail deliveries entirely by selling the Royal Mail, which traces its roots back nearly 500 years to the reign of King Henry VIII.

The U.S. Postal Service sparked uproar this month when it announced plans to stop delivering letters on Saturdays. New Zealand is considering more drastic cuts: three days of deliveries per week instead of six.

It's only in the past few years that postal services have truly felt the pinch of the Internet. Revenues at the USPS, which delivers about 40 percent of the world's mail, peaked in 2007 at $75 billion.

But the decline since then has been rapid. USPS revenue in 2012 fell to $65 billion, and its losses were $15.9 billion. It handled 160 billion pieces of mail that year, down from 212 billion in 2007. And it had slashed its workforce by 156,000, or 23 percent.

Elsewhere, the news is just as grim. La Poste in France estimates that by 2015, it will be delivering 30 percent fewer letters than it did in 2008. Japan last year delivered 13 percent fewer letters than it did four years earlier. In Denmark, the postal service said letter volumes dropped 12 percent in a single year.

The Universal Postal Union, which reports to the United Nations, estimates that letter volumes worldwide dropped by nearly 4 percent in 2011 and at an even faster clip in developed nations. Developed countries closed 5 percent of their post offices in 2011 alone.

And while Internet shopping continues to grow, postal services that once profited from their monopoly on letters find themselves competing for parcels against private companies like FedEx.

U.S. Postmaster General Patrick Donahoe, in an interview with The Associated Press, said he doesn't believe the service can ever regain the revenue from packages it has lost from letters. He said axing Saturday mail deliveries, while keeping six-day-a-week package deliveries, will save the service about $2 billion a year.

Donahoe said he thinks ending Saturday letter deliveries will keep the USPS a solid proposition for years to come.

"People still go to their mailbox every day and they wait for their mail to come," he said. "It's part of American life."

And it has been since the beginning. The postal service's role was defined in the Constitution, and Benjamin Franklin was the first postmaster general. The short-lived Pony Express achieved an enduring place in American folklore. Even the modern system of highways and airline travel grew from pioneering routes developed by the postal service.

"It's easy to forget how central this institution was to commerce, public life, social affairs," said Richard John, a Columbia University professor who has written a book on the postal service. "It was once very, very important. Of course, that was then and this is now."

Even now, however, much depends on the post office. According to the Envelope Manufacturers Association, the postal service is at the core of a trillion-dollar mailing industry in the U.S. that employs more than 8 million people.

And for delivering a paper letter cheaply, there is simply no alternative. If rural residents were ever charged the actual cost of mail rather than the subsidized standard rate, John said, the costs would be prohibitive.

The value of the mail goes beyond money in many places, including rural New Zealand. The postal carrier serves as a focal point for the community.

John Lahmert, the postman who delivered the boots, has been delivering mail to farms around the North Island town of Otaki for 18 years. The 72-year-old independent contractor seems to know everybody on his route and doesn't mind stopping for a chat.

Noeline Saunders greets him at the gate, wondering if her citrus trees have arrived. Not yet, Lahmert tells her. Barry Georgeson, a semi-retired farmer, calls out a greeting and wanders down to pick up his letters.

"We don't like change," Georgeson said when asked about the possibility of mail coming just three times a week. But he said he could learn to live with it.

Many seemed resigned to a reduced service.

"I think people can genuinely understand that the world is changing," said New Zealand Prime Minister John Key. "And while some people are still very reliant on the mail, for a lot of people that's a fraction of the way they receive information."

About 7 in 10 Americans said they'd favor axing Saturday deliveries if it allowed the post office to deal with billions of dollars in debt, according to a poll by The New York Times and CBS News.

Some countries, including Australia, Canada and Sweden, have already cut deliveries to five days a week. Others are tinkering with partial privatizations.

Exactly what Britons might expect under a privatized service remains unclear. Some speculate it could mean cutbacks.

Royal Mail's Chief Executive Moya Greene declined to comment for this story: "We're simply not doing interviews about the planned sale," spokesman Mish Tullar wrote in an email.

In policy documents, the UK government said six-day-a-week deliveries and standardized letter prices remain vital but that private investors will provide more financial stability than "unpredictable" taxpayer funding.

While letter volumes are falling in developed nations, the reverse is true in some developing countries. In China, mail deliveries are up 56 percent since 2007, driven by a more than fourfold increase in premium express mail, according to figures from China Post.

Yet people in China are accustomed to having their mail show up late or disappear altogether. As Internet use increases in the developing world, mail may never become as essential as it has been elsewhere.

Not everybody is ready to give up on letters. Reader's Digest sends out about 500,000 pieces of mail each week to people in Australia, New Zealand, Singapore and Malaysia as it tries to entice them to buy its merchandise.

"A lot of players are going for a digital strategy, and fewer are doing the direct-mail approach," said Walter Beyleveldt, managing director for the Asia Pacific region. "Because of that, the mailbox will get emptier. It will potentially become an exciting place to go and look."

New Zealanders, however, may be looking there half as often as early as next year, if proposed changes to the New Zealand Post's charter are approved.

The government is accepting public comments until mid-March. A quarter of those received so far were mailed in, a rate considered unusually high.

The other 75 percent? Email.

The bookies have done the right thing by giving Slick Santiago the highest odds for Monday?s Stadium Bookmakers Standard Trophy at Nottingham. The black dog surely deserves plenty of respect on his latest acts.

After making flying trials here and at Romford, he is raring to go. There are no doubts over his class, and therefore one can easily expect him to make a winning comeback.

The trainee of K. Allsop went on vacations in October. After facing a terrible loss at Hall Green in September, the son of Droopys Scolari took a break of more than six weeks.

He returned with great ambition, but nothing worked for the big fellow. He, however, showed good improvement, and sealed the second place at Coventry on October 21st.

It was a very good ride, as he missed the crown only by half a length. Having taken a long break, he is aiming to return with great fire. The recent trials suggest that all is well for him. All he needs to fire is one hundred percent effort.

Among the rivals are: Head Iton Eoin, Cleveland Peter, Razldazl Panda, Ardmayle Driver, and Conor Pass Mick. The 500 metres contest is scheduled to begin at 19:48 GMT. A cash prize of 200 pounds is reserved for the triumphant hound.

Conor Pass Mick stays but likely to need the run. The black dog has done reasonably well in the fresh trials, but this is a different ball game. The draw is a massive plus for him though.

Head Iton Eoin took a surprise but welcome win last week. The black dog is well drawn, and holds a few things in favour. It is hard to take anything away from him.

Ardmayle Driver is coming into form, but has a tricky slot to overcome. Cleveland Peter bags of early pace, but the 500 metres take him to the edge.

Razldazl Panda was behind Head Iton Eoin last week, but still ran pretty well. On that good run, the white and black dog should be respected. We wish the best of luck to all the hounds.

SMART Communications announces availability of Firefox OS ...

Firefox OS is here in Manila!

We never expected these to arrive in Philippine shores so fast, but yes, the Firefox OS phones are finally here c/o SMART Communications. Last month, Firefox OS was rumored to be unveiled at Mobile World Congress 2013 (that?s 2 days ago) and it appears that these rumors are true. The Firefox OS joins the mobile phone OS wars together with Android, BlackBerry 10, iOS, and Windows Phone 8.

What makes the Firefox OS so neat? Well, these things should be quite affordable because of its open-source nature (Mozilla is a foundation and thus a non-profit). The apps are based off HTML5 which means that it?s like having one huge web browser on your phone and these ?web apps? allow you to various things. What I?m driving at: these guys are here to keep the web open, which is a huge commentary and rebuttal against the many app ecosystems out there ? with lots of fingers pointing at Apple. Firefox OS will be huge. they?re not trying to lock anyone in. Case in point: Ever wanted to shift to another OS (i.e. Apple shifting to Android) but didn?t because you felt that you already spent so much money on apps? With Mozilla?s new OS, the web is the platform. And they intend to keep it open.

Now this part isn?t from SMART, but according to the developer preview, there will be two phones launched initially. Here are the specs:

Smart partners with Mozilla for Firefox OS smartphones

In line with its goal of putting the Internet in the hands of every Filipino, wireless services leader Smart Communications, Inc. (Smart) has committed to support Web pioneer Mozilla?s efforts to introduce affordable Firefox OS smartphones that run on a flexible and open mobile platform.

Smart is the only Philippine operator that has committed to distribute mobile devices running Firefox OS, which will allow carriers to tailor the phones? interface and to develop services that address the specific needs of their customers.

Other leading operators that will distribute the first wave of Firefox devices are Am?rica M?vil, China Unicom, Deutsche Telekom, Etisalat, Hutchison Three Group, KDDI, KT, MegaFon, Qtel, SingTel, Sprint, Telecom Italia Group, Telef?nica, Telenor, Telstra, TMN and VimpelCom.

Best apps to help you prepare your taxes

Question: I'm getting ready to do my taxes soon and would like to know if there are any good mobile apps or websites that will make this less painful and stressful (besides the obvious tax prep tools, of course). Help me get all the stuff I need organized!

Answer: Ah, tax season. Just the thought of it gives some of us headaches. The good news is there are lots of free and inexpensive apps and tools that can greatly simplify this awful process, from getting organized to filing your return. Here's what we recommend.

Get your tax documents in order

If you have an uncomplicated return (one W2, for example, and take the standard deduction), congratulations: You don't have to worry much about organizing your tax records. For everyone else, though, managing the piles of receipts and other documents is a big part of the pain. Several apps can help with that.

Evernote: The Swiss Army knife of note taking and capture tools, Evernote excels at keeping your documents categorized into notebooks. You can set up a tax notebook and then either sub-notebooks or tags for different categories like income statements, interest earned, charitable contributions, and the like. Combine Evernote with compact scanner Doxie or ScanSnap, and you can quickly file your receipts in Evernote. Another strategy is to use webapp automation serviceIFTTT to automatically send any emails you tag in Gmail with a tax label to your Evernote tax notebook. Handy!

Shoeboxed: If scanning and managing all those papers isn't your thing, take a look at receipt scanning solution Shoeboxed. As we've previously mentioned, you can mail, email, or upload your receipts to Shoeboxed and they'll OCR and categorize the documents for you. You can export those receipts to popular tax programs, as well as Evernote, and mobile apps are available. A free account lets you store 5 documents per month, while premium plans starting at $9.95 give you more capacity.

Slice: Slice is a brilliant receipt and package tracking webapp and mobile app. It scans your Gmail for receipts and gives you an overview of your entire purchase history. Last year, I used the convenient listing to find tax-deductible receipts I had forgotten about.

Expensify (pictured right): If you can take deductible expenses like car mileage and meals and entertainment expenses when you travel for business, Expensify has your back. The mobile apps and web receipts extension capture all those stray receipts and attachments and can turn them into IRS-approved eReceipts. It's a great app for independent contractors.

Your personal finance program and financial accounts: Of course, don't forget to consult your personal finance tool, such as popular Mint or Quicken to see spending by category and find all those deductible expenses. Both can port your information to TurboTax.

Also, your year-end statements from your credit card or bank can also come in handy if you're hunting down your tax-related expenses. (American Express has an awesome searchable and sortable view of statements by category.)

TaxCaster by TurboTax (pictured right): Want a sneak peek at how much of a refund (or tax bill) you'll get this year? This free tax refund calculator will estimate your taxes based on your quick inputs. It's available online, for Android, and for iOS.

Bloomberg BNA Quick Tax Reference: This app for Android,iPhone, and BlackBerry gives you instant access to tax rates and other handy information, such as IRA limits, mileage rates, and more. It's developed for financial professionals, but also offers useful tools like quickly calculating your total tax.

TaxACT Central: A companion app to the popular, free tax filing service, TaxACT Central can answer your tax questions and keep you organized, with a convenient checklist of what you need to file. You don't have to use TaxACT for filing to make use of the Android or iPhone app.

File your taxes and monitor your refund

We generally recommend going to a tax professional unless you have a very simple return. If yours isn't complicated, though, mobile and desktop apps can streamline filing your return and tracking your refund.

TurboTax SnapTax (pictured right): You can file your taxes in as little as ten minutes using this simple Android and iPhone app. Snap a photo of your W2, answer a few questions, and file right from the phone or online. (Isn't the future great?) This app is only for those who: make under $100,000 ($120,000 if married); only have W2, interest, or unemployment income; and don't own a home. Free to try, but $24.99 to file both federal and state.

H&R Block also offers mobile tax apps. The 1040EZ for Smartphone prepares your simple federal and state returns for free on Android and iPhone. There's also a iPad app not limited to 1040EZ returns, with free federal filing for simple returns and an additional fee for state filing.

Of course, both of these tax services (and many others) have desktop and/or webapps. Not all tax preparation software will give you the same results, though.ConsumerSearch has rounded up reviews of the top four tax prep applications, and Get Rich Slowly has an excellent (yet older) price comparison of these solutions and services.

IRS2Go: From Uncle Sam himself, IRS2Go doesn't let you file taxes from the Android oriPhone apps, but you can check the status of your refund, get tax law updates, request a copy of your tax records in the mail, and watch IRS YouTube videos. (Perhaps not the most exciting download, but we are talking about the IRS and taxes here.)

Grab these apps and put them in a new tax organization folder and you'll be set for this tax season and beyond.

Analysis: Honeymoon wears off for Mexico president's reform push

MEXICO CITY (Reuters) - A political pact forged with rivals and a couple of key laws already under his belt, Mexico's new President Enrique Pena Nieto got off to a strong start, but he faces hurdles to push through deep economic reforms.

Armed with a wide-reaching agenda, the 46-year-old former state governor wants to overhaul Mexico's tax system, state oil monopoly Pemex, a telecoms sector dominated by the world's richest man, Carlos Slim, and competition regulations in a bid to modernize the economy and boost growth to 6 percent a year.

Despite lacking an outright majority in Congress, Pena Nieto managed to push the 2013 budget barely a week after taking office on December 1 and passed a landmark education bill after sealing a broad accord dubbed the "Pact for Mexico" with leftist and conservative opponents.

But his plans may be starting to slip.

"Some were far too quick to voice optimism during the typical honeymoon of a new government," said Gabriela Cuevas, a senator for the opposition conservative National Action Party (PAN). "It's not that simple."

"The Pact for Mexico is no more than a set of issues parties care about ... The devil is in the details."

The government must still pass a separate law to implement its education reform. And while Pena Nieto has vowed to shake up near monopolies in telecoms and television, a bill that was expected in Congress earlier this month has yet to materialize, leaving a cloud of uncertainty over whether he will deliver.

Failure to take on Slim's flagship telecoms giant America Movil as well as the main TV broadcaster Televisa could undermine efforts to forge consensus for key fiscal and energy reforms.

Though Pena Nieto surprised many critics by brokering the broad outlines for reforms with his political opponents, he could face resistance from inside his own centrist Institutional Revolutionary Party (PRI), which ruled for much of last century.

Mexico's economy is expected to grow by around 3.5 percent in 2013, slowing from around 4 percent last year. Economists say deep reforms are vital to spur stronger growth.

"Other countries have done it, why not Mexico?" Pena Nieto told PRI congressmen late last month. "Why remain anchored to dogma, to anachronistic, obsolete debate when other countries like Brazil, Colombia and Cuba have passed reforms to become more productive?"

The government is playing its cards very close to its chest, and has given away few details on how the reforms should look. A PRI party congress due to be held in early March is likely to shed more light on how ambitious the plans will be.

There is the sensitive issue of whether to apply value added tax (VAT) to food and medicine in a country where about half of the 115 million population lives in poverty - and whether to change the constitution to boost private investment in Pemex.

And in July there is an important gubernatorial election in Baja California state, a PAN bastion the PRI could win.

The PAN was routed at last year's presidential election as voters punished it for President Felipe Calderon's messy attempt to crack down on drug cartels, which led to violence that killed about 70,000 people in six years. It may be less willing to cooperate if it loses Baja California and is already warning of foul-play.

"If we see that the Mexican state, or the PRI in power, intervenes in the elections, it puts the whole pact at risk," said Francisco Dominguez, a PAN senator on senate commissions debating the shape of the energy and fiscal reforms.

"If there is a line in the sand, that is it."

Though the leadership of both the PAN and the left-wing Party of the Democratic Revolution (PRD) have moved towards the PRI since the election, the parties are grappling with deep internal divisions, which adds another risk to the mix.

SPECTER OF GRIDLOCK

If political good will evaporates, legislating would likely become an uphill battle that could leave Pena Nieto's reform plans mired in the deadlock that afflicted his predecessor.

Underlying everything, there is a congressional timetable which means Pena Nieto has narrow windows of opportunity in which to try to push reforms through.

"I think we're going to get reforms which when we look back on them, we will be able to say that there was an important change made," said Rafael de la Fuente, an economist at UBS.

"I don't think we're going to get insignificant reforms. But I think the jury's still out as to how we go about this and about their timing," he added.

Pena Nieto wants to open Pemex to more private investment and has floated the idea of selling a minority stake in Pemex, but a partial privatization along the lines of Brazil's Petrobras is seen as very unlikely for now.

The government has made clear that Mexico's oil resources will remain in state hands, and it has not yet revealed the main planks of its pending energy reform.

Mexico is the world's No.7 oil producer and a top exporter to the United States, but output has slumped in recent years and it risks becoming a net importer within a decade.

Opposition senators on a cross-party commission debating its composition say the reform could offer the private sector concessions or joint exploration opportunities, or simply higher fees indexed to output or the size of discoveries.

Pemex was rocked by a basement gas explosion at its Mexico City headquarters late last month that killed 37 people, which cast a spotlight on the company's poor safety record. However, industry experts say it won't deter the private sector.

Alberto de la Fuente, president of Shell Mexico, the local arm of oil major Royal Dutch Shell, says deep changes at Pemex through constitutional change would lure more private sector investment.

"If you don't reform the constitution but you have a structure of secondary laws that are well constructed and that bring clarity to the regime and make it competitive, that could also work," he said.

The political pact says the energy bill will be presented in the first half of the year but lawmakers expect that to be pushed back. Some suspect Congress could have to be called back from upcoming holidays for a special session to debate it.

The government has penciled in a major fiscal reform for the second half of the year, and Pena Nieto hopes it will be passed by Congress, along with the energy reform, by the end of 2013.

But the fiscal overhaul, aimed at boosting one of Latin America's lowest tax takes, has its own sticking point.

Among the options being mulled by the PRI is imposing a reduced rate of VAT on foodstuffs and medicine, in part to help plug a gap that would be created by cutting the tax burden on Pemex, most of whose revenues currently pass to the state.

The PRD is heavily opposed to this idea, and Pena Nieto will also have to woo some sectors of the PRI who are staunchly against raising taxes that will hit the poor hardest.

"We are convinced there are other things we need to tackle first rather than trying to impose VAT on food and medicine," PRD President Jesus Zambrano told Reuters. "Like closing tax loopholes and stopping evasion."

Ordinary Mexicans agree.

"They shouldn't raise sales tax on food. They should help those of us who have less," said 19-year-old Francisco Garcia as he sold snacks next to a busy highway dissecting the capital.

"I'm barely surviving as it is."

Cellular renewal process may underlie benefits of omega fatty acids

Feb. 13, 2013 ? A search for genes that change their levels of expression in response to nutrient deprivation has uncovered potential clues to the mechanism underlying the health benefits of omega fatty acids. In the Feb. 15 issue of Genes & Development, Massachusetts General Hospital (MGH) researchers describe finding that feeding omega-6 fatty acids to C. elegans roundworms or adding them to cultured human cells activates a cellular renewal process called autophagy, which may be deficient in several important diseases of aging. A process by which defective or worn-out cellular components and molecules are broken down for removal or recycling, autophagy is also activated in metabolically stressful situations, allowing cells to survive by self-digesting nonessential components.

"Enhanced autophagy implies improved clearance of old or damaged cellular components and a more efficient immune response," says Eyleen O'Rourke, PhD, of MGH Molecular Biology, lead author of the report. "It has been suggested that autophagy can extend lifespan by maintaining cellular function, and in humans a breakdown in autophagic function may involved in diseases including inflammatory bowel disease, Parkinson's disease, and in a more complex way in cancer and metabolic syndrome."

O'Rourke is a research fellow in the laboratory of MGH investigator Gary Ruvkun, PhD, whose team investigates the development, longevity and metabolism of C.elegans. Ruvkun and other researchers have discovered that simple mutations in genetic pathways conserved throughout evolution can double or triple the lifespan of C. elegans and that similar mutations in the corresponding mammalian pathways also regulate lifespan. Many of these mutations also make animals resistant to starvation, suggesting that common molecular mechanisms may underlie both response to nutrient deprivation and the regulation of lifespan.

To find these mechanisms O'Rourke searched genomic databases covering many types of animals for shared genes that respond to fasting by changing their expression. She found that expression of the C. elegans gene lipl-4 increases up to seven times in worms not given access to nutrients. A transgenic strain that constantly expresses elevated levels of lipl-4, even when given full access to food, was found to have increased levels of arachidonic acid (AA), an omega-6, and eicosapentanoic acid (EPA), an omega-3 fatty acid and to resist the effects of starvation.

Following the implication that omega fatty acids stimulate a process leading to starvation resistance, the researchers found that feeding AA and another omega-6 fatty acid, but not EPA, activated autophagy in non-transgenic C. elegans with full access to nutrients. Since activation of autophagy has been shown to increase lifespan in several genetic models, the authors tested the effect of omega-6 fatty acids on C. elegans lifespan and found that roundworms consuming a full normal diet supplemented with omega-6 fatty acids lived 20 to 25 percent longer than usual.

Since dietary supplementation with both omega-3 and omega-6 fatty acids has been shown to prevent or improve several human health conditions, the researchers tested the response of cultured human cells to omega fatty acid supplementation. As in C. elegans, the human cells responded to supplementation with the omega-6 acids, but not to EPA, by activation of autophagy, measured by levels of marker proteins. That result suggests that omega-6 acids induce autophagy across the full range of multicellular animal species. The researchers then showed that the lifespan-increasing properties of omega-6 fatty acids in C. elegans depend on the presence of genes required for autophagy.

"Almost all the mechanisms of lifespan extension studied until now -- sterility, insulin insensitivity, and caloric restriction -- have been shown to depend on activation of autophagy," says O'Rourke. "Our finding that omega-6 supplementation activated roundworms' cellular response to fasting -- namely autophagy -- even though the worms were eating normally suggests that consumption of omega-6 fatty acids may provide the benefits of caloric restriction without the need to limit food consumption. It also suggests that the reported benefits of omega-6 acids could depend in part on activation of an evolutionarily ancient program for surviving food deprivation."

O'Rourke and her co-authors note that many investigators and clinicians believe that omega-6 fatty acids -- commonly found in meats, poultry and vegetable oils -- may increase the risk of cardiovascular disease, despite epidemiologic evidence that omega-6 consumption actually reduces cardiovascular risks. "We hope that our findings -- made by investigating the cellular responses of a 1-millimeter roundworm -- will lead the scientific and medical community to look back at all the epidemiologic, basic and clinical research data and to study the effects of omega-6 fatty acids on multiple types of human cells and live animals in order to gain better knowledge on how balanced intake of these nutrients benefits human health," she says.

Ingredients:

1 stick unsalted butter
1 1/2 cups creamy peanut butter
1 tsp vanilla
2 cups powdered sugar
12 oz of milk chocolate chips
1 Tbsp all-vegetable shortening

Directions:

In a large mixing bowl add unsalted butter, creamy peanut butter, vanilla, & powdered sugar. Beat ingredients until mixture is smooth & creamy. Place in the refrigerator for at least one hour. Then remove & roll peanut butter mixture into balls. Return balls to refrigerator.

On stove top, melt chocolate chips & shortening over simmering water. Once melted, use forks to roll the peanut butter balls in the chocolate until thoroughly coated. Transfer balls to wax paper to let chocolate harden.

Store chocolate peanut butter balls in refrigerator or freezer until time to serve. ?Enjoy!! :)

Rights groups: Zimbabwe police intensify clampdown

HARARE, Zimbabwe (AP) ? Rights groups on Tuesday said police in Zimbabwe have intensified a clampdown on civil society organizations and democracy campaigners ahead of a referendum on a new constitution and crucial elections to end the nation's shaky coalition government dominated by President Robert Mugabe's party.

Crisis in Zimbabwe, an alliance of rights groups, said police raided the offices of one of its member organizations on Monday and seized files on political violence, funding details, DVD display materials, mobile phones and other equipment. Officials of the widely respected Zimbabwe Peace Project were accused of illegal importation of goods and "possessing articles for criminal use."

No one was arrested. The officials deny any wrongdoing.

The search warrant for the peace project's offices in suburban southern Harare said the detectives were looking for "subversive material, documents, gadgets, recordings and illegal immigrants."

The police suspected the project had employed an immigrant staff member without a work permit and also smuggled unspecified goods into the country without paying customs duty, Crisis in Zimbabwe said. Police said they would study the items they had seized.

Crisis in Zimbabwe said Tuesday that Mugabe party hardliners and loyalists were still trying to scuttle democratic reforms by closing in on rights campaigners.

The Zimbabwe Human Rights Association director Okay Machisa was arrested on Jan. 14 on fraud and forgery charges involving possession of unauthorized election materials. Two other members of his staff were also detained on similar charges. ZimRights, one of Zimbabwe's main rights groups, routinely monitors political violence, intimidation and voting practices.

The Heal Zimbabwe Trust, a sister group, described the continued persecution of human rights defenders as "clearly meant to daunt and instill fear" in civil society activists despite proposed reforms in the new constitution that call for impartiality by police and security officials.

The clampdown on rights leaders "then raises concerns how safe ordinary citizens are in the face of upcoming elections," the trust said.

The 160-page draft constitution is set to be put to the vote in a referendum as early as April, followed by presidential and parliament polls possibly three months later.

On Wednesday, Zimbabwe marks the fourth anniversary of the formation of the coalition between Mugabe and Prime Minister Morgan Tsvangirai in 2009. The power sharing deal was brokered by regional leaders after disputed and violent elections in 2008.

Egypt women protest sex assault at site of attacks

CAIRO (AP) ? Washington's envoy on human rights cautioned Tuesday against the failure of Egypt's government to identify the perpetrators behind a growing number of gruesome attacks against female protesters, as nearly 1,000 women gathered in Cairo to denounce the recent sexual assaults.

Beating drums and blowing whistles, the women defied advice by some lawmakers that suggested their presence in Tahrir Square, the focal point of protests, was the reason for the mob attacks.

"A woman in the square is a revolution, but your words Afifi are shameful," read one banner in response to Adel Afifi, a member of the Islamist-dominated interim parliament, who said this week that women are subjecting themselves to attacks by mixing with men in unsafe places.

While sexual harassment of women has long been a problem in Egypt, dozens of violent attacks have been reported specifically in and around Tahrir Square since the fall of longtime autocrat Hosni Mubarak two years ago. Hundreds of unidentified men have taken part in attacks on women, ripping their clothes off, touching them and, in one case, raping a 19-year-old with a blade.

The U.S. Assistant Secretary of State for Democracy, Human Rights and Labor, Michael Posner, criticized what he said was the failure of Egypt's criminal justice system to identify and bring to justice perpetrators "involved in an alarming number of rapes and other acts of violence against women."

In meetings with Egyptian officials, including the foreign and justice ministers, as with well as one of the president's advisers and the nation's top cleric, Posner said he expressed Washington's concern that the rights of women are not being prioritized alongside other key issues such as transparency, rule of law and building a better climate for civil society.

"The road to democracy and stability in Egypt must be a peaceful one," Posner told reporters in Cairo. "There can be no turning back to the past."

Male and female civilian volunteers offered to guard the women's rally Tuesday, wearing reflective neon vests and plastic helmets. A similar rally was attacked by mobs in June, despite the presence of volunteer guards.

Monelle Janho, a 47-year-old mother of two and French teacher, said she no longer leaves her house without a stun gun because of the increased levels of violence.

"We will resort to violence if we have to," she said. "We are here and are not seeking violence, but we want the Egypt we know back," she said.

Electrical engineer Manal al-Malla, 42, said she has taken part in more protests, not less, after sexual harassment increased.

"We will continue to defend our freedom and dignity," she said.

Other rallies in solidarity with women in Egypt were slated to take place around the world Tuesday.

They come after lawmakers in the Shura Council, or upper house of parliament, recently suggested women should have a designated space for protesting in Tahrir Square in order to avoid repetitive sexual attacks against them.

"Islamists see that women were an integral part of the revolution and now they are telling us that our participation is the cause of the harassment," al-Malla said.

Bahey Eldin Hassan, of the Cairo Institute for Human Rights Studies, published an open letter to Washington saying that the United States has failed to address violations under the current regime, saying Egyptians are tired of being punished for their uprising.

"Rape, which is recognized internationally as a weapon of war, is now used in Egypt as a political weapon to deter opponents from gathering in Tahrir Square ," he added.

His letter was published in a state-run newspaper alongside Posner's visit to Egypt.

For years, Washington was criticized by local rights groups for turning a blind eye to police brutality and government corruption in turn for securing Mubarak as a key regional ally. Some allege President Barack Obama may be doing the same with Mubarak's successor, President Mohammed Morsi.

Posner said his visit was in fact to express to Egyptian officials Washington's view that democracy is more than just free elections.

"There is a need to build trust among Egyptians with different political views," he said, adding there are concerns "that the country is divided."

Despite calls by Posner for all parties to take part in upcoming parliamentary elections, opposition leader Mohamed Elbaradei said the coalition he leads may boycott the vote because of controversial election laws currently being debated in parliament.

The opposition alleges the laws favor the president's Muslim Brotherhood group, and says it also does not want to take part in elections during the current climate of violence.

"We will not be part of a decor in an undemocratic process," Elbaradei said in an interview on the privately-owned al-Hayat television station.

Rights activists, meanwhile, say police have used excessive force against the latest wave of protests that started on the eve of the second anniversary of the uprising that toppled longtime Mubarak.

Posner said that while Egyptian security forces are obligated to ensure public order in the face of violent protesters, they are also largely not being held accountable for torture and even deaths in their custody.

"This contributes to a climate of impunity and a lack of meaningful accountability for these actions," Posner said.

His comments came as hundreds of low-ranking policemen staged protests on Tuesday demanding they not be used as a tool for political oppression in the country's ongoing turmoil.

Dozens of policemen rallied outside local security administration headquarters in at least 10 provinces. Some of them carried signs reading: "We are innocent of the blood of the martyrs."

In the Mediterranean city of Alexandria, policemen gathered outside security headquarters shouting: "Down with the interior minister." They also chanted: "No to the Brotherhood takeover of the interior ministry," alleging that the Muslim Brotherhood is packing state institutions with its members.

Although small, the protests were a rare instance of dissent by Egypt's police force. The rallies reflect fears among many policemen of a public backlash after weeks of violent crackdowns on anti-government protests.

PARALYZED CONGRESSMAN TO SHOWCASE GUN VICTIMS TONIGHT. Rep. Jim Langevin, D-R.I., the first quadriplegic to serve in the House of Representatives, has led an effort to persuade lawmakers to give their guest pass to a victim of gun violence, notes ABC's John Parkinson. Since the president is expected to address gun violence during his speech, Langevin told ABC's Jonathan Karl that he wanted to be sure there was a "heavy presence" of people who have been directly affected by gun violence in order "to really put a human face on the tragedy of gun violence." "I was so affected by the tragic shootings that took place in Newtown, Connecticut, as we all were," Langevin, D-R.I., said as he explained the impetus behind his idea. "My concern was that the news cycle moves on after a period of time and we're on to other things and I don't want us to lose focus on the tragedy of Newtown, the tragedy of these mass shootings that have taken place over the last several years." More than two dozen lawmakers have taken Langevin up on his appeal. Attending the president's address will be victims or family members of victims from some of the nation's deadliest shootings, including Virginia Tech, Aurora, Tucson and Newtown.

BACKSTORY: As a 16-year-old, Congressman Langevin was critically injured while working with the Warwick Police Department in the Boy Scout Explorer program. A veteran officer handling a .45-caliber semiautomatic pistol, not realizing a round rested in the chamber, pulled the trigger, bouncing a bullet off a metal locker and striking the teenager in the neck, severing his spinal cord.

OBAMA CONDEMNS NORTH KOREA NUKE TEST. President Obama called North Korea's latest nuclear test "a highly provocative act" that undermines regional stability and threatens international peace, reports ABC's Gloria Riviera. North Korea announced earlier today that it successfully tested a miniaturized nuclear device underground, according to state media. Official state media said the test was conducted in a safe manner and is aimed at coping with "outrageous" U.S. hostility that "violently" undermines the North's peaceful, sovereign rights to launch satellites. Unlike previous tests, North Korea used a powerful explosive nuclear bomb that is smaller and lighter, state media reported. Still, Obama said in a statement this morning, "The danger posed by North Korea's threatening activities warrants further swift and credible action by the international community. ABC's RICK KLEIN: The State of the Union is ? all over the map. It's not just the political divisions that linger from an election year. It's the angst over an economy that may be improving, unless it's backsliding; an immigration bill that's either a perfect recipe for the future unless it's amnesty without border security; of gun-control measures that are either vital for our children's safety, or unconstitutional intrusions on our liberty. President Obama is well beyond being able to heal such divisions. His charge is now to rally his side for action, in a nation weary of inaction. Against this backdrop, building bridges is less important than fortifying your own castle.

ABC's CHRIS GOOD: President Obama is expected to speak up for clean energy and climate legislation tonight. He's mentioned it in all of his State of the Union speeches so far, and if history is any indication, his forward-looking energy idealism will sound implausible. Carbon-emissions legislation failed in his first term, and Republicans now control the House: It's not as if cap-and-trade will pass anytime soon. Obama took office with energy as one of three main priorities, along with education and health care, but it's gone nowhere. And yet, what's the president supposed to do? If he doesn't talk about energy at all, it'll look like he's given up. Before a significant climate bill can pass, environmentalists will have to wait until Democrats can win the House and enough Senate seats to overcome GOP resistance; thanks to House gerrymandering and a Senate map that could favor Republicans in 2014, that will likely take more than two years. After coming very close in 2010, energy reform once again will require a long, slow push.

ABC's SHUSHANNAH WALSHE: Democrats may not have seen the president's speech ahead of his State of the Union address tonight, but on a DNC conference call yesterday they still previewed the tone and themes they thought the president would lay out tonight. When asked by a reporter what the tone may be like, Rep. Chris Van Hollen (D-Md.) answered it would be "positive." "I think the president will focus on what we need to do to expand the economic recovery and support Americans, and he will talk about the important investments in order to strengthen jobs and have greater shared prosperity," Van Hollen said. DNC Chair Debbie Wasserman Schultz (D-Fla.) previewed the speech as well, saying she thinks the president will include the need to address climate change and the sequester, as well as the continuing resolution to fund the federal government and the potential government shutdown. She also thinks the president will tell Republicans that their "my way or the highway politics" is "really harmful to our short-term and long-term future and global economy."

ABC's DEVIN DWYER: After delivering his State of the Union tonight, President Obama will pivot immediately to a campaign to help get his top agenda priorities done. Obama's remarks are scheduled to begin at 9 p.m. ET in the House chamber. By 10 p.m., he is expected to be on the phone - holding his first live conference call with supporters of his new outside advocacy group, Organizing for Action. The newly re-tooled campaign organization, with an impressive 12 million email subscribers, is already beginning to mobilize around Obama's gun control plan and package of immigration reforms. The president will also take his message on the road, visiting Asheville, N.C., on Wednesday; Decatur, Ga., on Thursday; and Chicago, Ill., on Friday.

ABC's COKIE ROBERTS: Pope Benedict XVI might be popular - 74 percent of American Catholics said they were satisfied with his leadership in a Pew Research survey last year - but he's not heeded. In that same survey 83 percent said they were satisfied with the leadership of Catholic nuns, the group the pope landed on last year, giving further evidence that his views are irrelevant to many. So, though all of the heated speculation about Benedict's successor will be interesting, the choice of the next pope will probably mean little if anything to the daily lives of lay Catholics, who will go on believing what they want to believe, further eroding the moral authority of the pope. Unless of course the Holy Spirit surprises us and guides the cardinals to choose someone who is once again ready to open the windows of the church to let in the fresh air, as John XXIII did when he called the Second Vatican Council. DEMOCRATS OFFER PRE-BUTTAL TO RUBIO. Florida Sen. Marco Rubio was labeled his party's "savior" by Time magazine last week, and Tuesday he will be giving the Republican Party's official response to the president's State of the Union address, but Democrats are denying they see him as the new face of the GOP and therefore their political opposition. "No, not necessarily," Democratic National Committee chair Rep. Debbie Wasserman Schultz (D-Fla.) said on a conference call to "prebut" Rubio's Tuesday night response, when asked if they now see Rubio as the person who personifies their political opposition, reports ABC's Shushannah Walshe. Wasserman Schultz said the response to her fellow Floridian was merely because he's the person tasked with the response and they regularly scheduled advance rebuttals of Mitt Romney speeches during the campaign. The focus of the call was to hit Rubio in advance of his high-profile appearance, but they also eagerly labeled the Republican star as a member of the GOP leadership. "What is particularly unfortunate is that Sen. Rubio, really along with the leadership of the entire Republican Party, has clearly not gotten the message from the voters following the election," Wasserman Schultz said. http://abcn.ws/VbRT1K

In an effort to attach faces to their push for stricter gun control laws, President Obama and congressional Democrats have invited victims of gun violence to his State of the Union address tonight in Washington. ANTI-'AMNESTY' ADVOCATES PREPARE FOR A FIGHT. The forces that helped to bring down a proposed sweeping overhaul of the U.S. immigration system in 2007 are quietly mobilizing to do the same again, reports ABC's Devin Dwyer. As President Obama prepares to use his State of the Union address tonight to appeal for expanded legal U.S. immigration and a path to citizenship for millions of undocumented immigrants already here, activists are lining up their legions of supporters to fight it. "In 2007, when callers shut down the Senate phone lines and stopped the amnesty bill in its tracks, we had 350,000 members. We've now got 1.4 million," said Rosemary Jenks, chief lobbyist for NumbersUSA, which led the shut-down effort five years ago. "Our goal is to make sure that every one of those 1.4 million people, plus anyone else we can find, will be faxing their members of Congress, calling their members of Congress, emailing their members of Congress, and making it absolutely clear that the American people are not onboard with this," she said. Jenks and other advocates for a more restrained U.S. immigration policy say they're unconvinced that a changed American political landscape following the 2012 election, or a reinvigorated bipartisan coalition on immigration reform, means passage of a landmark immigration bill this year is inevitable. http://abcn.ws/XFKYg9

Just 4 dogs advance in Westminster's best in show

NEW YORK?Hundreds of dogs competed, but just four made the cut on day one of the prestigious Westminster Kennel Club Dog Show on Monday.

An American foxhound, an affenpinscher, a bichon frise and an old English sheepdog all won their respective dog groups on day one at Westminster, a show that is considered the Super Bowl of the dog world. The four will face the winners of the sporting, working and terrier groups in Tuesday?s best-in-show finals.

Jewel, a stoic American foxhound from Baltimore, won the hound group just a year after she made her Westminster debut. While Jewel won her breed at 2012?s show, her owner, Lisa Miller, said she wasn't ready when she competed last year.

?She had a year to learn how to be a really good show dog,? Miller said, as Jewel sniffed at a mob of reporters surrounding the championship podium. ?She had confidence last year, but she was a little more confident this year and had more style? She strutted in here, like, ?Look at me!??

Banana Joe, an affenpinscher that looked like a tiny black storm cloud with lips, bested crowd favorites like the Pekingese to win Westminster?s toy group. As he stutted up to the podium to pose for photos, he was surrounded by his owners and a large entourage, including a groomer who cried as he combed out the tiny dog?s fluff of fur for his championship photo.

Ernesto Lara, his handler, explained Westminster would be Banana Joe?s last show. After Tuesday night?s show, he will retire. ?This is his swan song,? Lara said, his voice thick with emotion. He clutched the tiny dog in a tight embrace.

?He is surrounded by love,? Lara added. ?He has just wonderful charisma. I?ve been lucky to have him in my life.?

A fluffy bichon frise named Honor captured the non-sporting dog category. He was accompanied to the podium by his handler, Lisa Bettis, who laughed when she was asked to talk about the dog, who looked like a cotton ball with eyes.

?He likes to steal my strawberry milk,? said Bettis, who wore a tiny gold necklace featuring tiny Bichons Frises. ?He just dunks his whole face in the glass.?

Swagger, a shaggy old English sheepdog, won Westminster?s herding dog category?a surprise win that stunned many of the dog fanciers in the crowd. While virtually every other dog in the category entered the race as a certified champion in their breed, Swagger was competing in just his fourth show and had no previous titles.

Perched on the podium, dozens of photographers chirped and barked and kissed trying to get Swagger?s attention toward their cameras. His handler, Colton Johnson, pointed out that the dog?s official show name is actually ?Picture Perfect.?

?He is just the best,? Johnson said, beaming.

Competition resumes Tuesday morning with judging in breeds including Irish terriers, Saint Bernards and Doberman Pinschers. On Tuesday night, the dogs will return to Madison Square Garden for the finals and best-in-show.

Changing Healthcare one SMS at a Time | Hale Advisors, Inc.

When it comes to mHealth, in many ways developing countries are ahead of the U.S., as innovative text-messaging programs bring life-saving information and supplies to remote areas and achieve remarkable results.

Take, for example, the ways SMS programs in Malawi, Zambia, and other parts of Africa are being used today:

  • improving health care services at the community level e.g. ChildCount?or?Project Mwana based on RapidSMS;
  • reducing the incidence of malaria throughout Africa through SMS for Life;
  • real-time public health promotion e.g. ?Project Masiluleke, HIV/AIDS prevention via SMS in South Africa;
  • clinical decision support and patient management e.g. via CommCare;
  • real-time data collection in the field by HCPs via cloud-based services e.g. EpiSurveyor.

Through open-source software and donated mobile phones, which are recycled and sold to purchase standardized models at a discount, Medic Mobile has made a huge impact in more than 15 countries in getting people into care, monitoring their conditions and alerting clinicians of danger signs; providing feedback and assistance; increasing the immunization rates by alerting mothers when it?s time to take their children for vaccinations; and managing stock levels of essential supplies in remote outposts.

Likewise, in Kerala, India, Dr. SMS is a free SMS-based information access service that provides local addresses and phone numbers of health facilities when the user texts the word ?health,? their pin number and health concern to the service. It?s been successful due to the relatively literate population and comparatively sound healthcare infrastructure.

What can U.S. healthcare learn from such successes? Incentive or need, demographics and cultural preferences need to be understood and privacy concerns addressed.

Without symptomatic incentive, adoption of SMS systems by the public is poor, says Richard Fury, MD, of Kaiser Permanente. A key is to address a need of a specific population, such as pregnant women and new mothers, as in the case of Text4Baby, a Johnson & Johnson and U.S. Department of Health supported program that sends health information and links to resources for mothers during their pregnancies and the first year of their child?s life.

SMS could be used for reminders for immunizations that are required every few years, as in: ?It has been 5 years since your last tetanus shot, please schedule an appointment?in the meantime steer clear of sharp, rusty objects.?

SMS can facilitate better communication within the healthcare industry, as in texting with one?s physician. Many doctors are using text messages to answer patient questions, give information on how to manage a specific condition and remind patients of appointments or when to take medication. This works as long as physicians safeguard any private information sent via text just as they would in a phone call, to avoid facing lawsuits. Programs such as TigerTextPro, which claim to be HIPAA-compliant, encrypt data so that it stays confidential.

SMS can be used to find the nearby emergency rooms and their waiting times, by sending a special code via SMS, thanks to such services as ER Texting.

Successful programs address a need and deliver it personally. As participants on the Internet, SMS, and Participatory Health panel at the Global Voices Citizen Media Summit in Nairobi pointed out, the most effective programs do not use ?blast messaging? model which is as distasteful as spam email, but remain personal and enable users to ask questions directly.

?Text in the City,? an SMS health service developed by Mount Sinai Adolescent Health Center in New York, provides customized birth control reminders, health education messages, and a chat function to 18- to 24-year-olds. A study of the program found that the ability for patients to text questions confidentially and anonymously was popular with many questions requesting information about proper use of birth control. Text messaging may be a valuable and feasible tool to augment health education efforts for adolescents attending a primary care setting, according to researchers, who are conducting further studies to determine the effectiveness of text messaging in improving outcomes of patient adherence to and correct use of birth control methods.

As for demographics, programs would be most popular among 18 to 50 year olds as they use cell phones the most, research shows. But one research report found that teens are picky about texting.

A University of Arizona study of a texting service designed to help teens adopt healthy lifestyles found that teens prefer an active voice that references them and recommends specific, achievable behaviors.? They preferred 1 to 2 messages per day (any more seems too much like spam) and the tone of the message (upbeat, not preachy) was found to be very important for success.

Future research should address scalability of texting interventions, and explore dose associated with changes in knowledge, attitudes, and behaviors, as well as and offer customized message subscription options.

SMS is an excellent platform for healthcare, thanks to its ubiquity: 85 percent of American adults own mobile phones and 80 percent of them use them for texting; it doesn?t have the learning curve that most apps do; and smartphones, while growing in popularity, still only account for 45 percent of the mobile market, according to Pew Research. Innovators are designing systems that deliver essential information and services in a personalized way to select users.

Turkey police: NYC woman killed by blow to head

ANKARA, Turkey (AP) ? Turkish police say a New York City woman who went missing and was later found dead in Istanbul had suffered a fatal blow to the head.

Istanbul police chief Huseyin Capkin said Sunday that forensic experts had not concluded their autopsy report on the victim, Sarai Sierra, but that it was "clear" the head injury caused her death.

NTV, a Turkish broadcaster, says 15 people have been detained for questioning in the case.

Sierra, a 33-year-old mother of two, was last heard from on Jan. 21, the day she was to fly home from a vacation. Her body was discovered Saturday evening near the remnants of ancient city walls.
